iMessage not supporting contacts on Macbook Air

I have a new MacBook Air and want to send messages from it instead of using my iphone using iMessage. I have contacts sync'd on iCloud. I've set up iMessage with my Apple account on my Macbook Air. When I try to use a phone number that doesn't have the +44 country code just the local mobile number 07... it says the user is not up for iMessage and yet if I send the number +44 it will send no problem. I therefore cannot use my contacts and have to manually use the number with the +44 prefix (or whichever country) and no name.
I've looked at lots of different articles. I have looked and regional settings and time zones on all devices and including my iCloud account (originally set to Pacific time instead of GMT, changed this). I've logged in and out of iMessage several time and nothing seems to be working. It's driving me insane and used to work on my old Mac. Does anyone have an idea's how to resolve this??
