Playlist Changes Order

Hi.  My wife just got a brand new iPod from the Apple store and is having trouble with her playlists.  I apologize if this has been answered in another discussion, but after so many years of saved discussion boards, it is becoming difficult to find the answer that corresponds to the correct generation iPod and iOS.  I'm reaching out hoping someone here can suggest a remedy.

When she makes a playlist in iTunes and transfers that playlist to her iPod by dragging and dropping, the playlist transfers just fine, and the songs stay in the order the playlist was arranged.

If she is in iTunes but instead creates the playlist directly on her iPod (using the songs stored on her iPod) the order of the songs on the iPod do not match the order that they appear on the computer monitor.  I wish I could say the order on the iPod was consistent with some parameter (reverse order, alphabetical by artist or album, etc.), but they seem random.  If she then manually re-orders the songs on her iPod by hitting the edit button and dragging the songs into the proper position, the songs revert to their odd organization as soon as the "done" button is tapped.

The iPod isn't set to sync all music in iTunes, but is instead set to sync manually.  Eventually she will have to purge most of the music in her iTunes;  she has over 30,000 songs that she uses for her job, which is a bit much to keep in her iTunes app.  Instead she has multiple iPods each representing a different genre.  For now she can make playlists using the music stored on the computer and dragging those lists over, but at some point she will need to make playlists using music stored only on the iPods.  Being able to easily play songs in a chosen order is kind of essential to her job, so finding a way to make this work is important.

She has not tried just creating the playlist from the iPod itself without using iTunes as an interface.  It might work, but that is a lot harder to do than working through the computer.  I imagine there must be a way to make it function properly through iTunes.  If you know how, I'd love to hear.  Thanks.
