iCloud Displaying Wrong Documents Folder Size

I've thoroughly researched this problem. The existing threads are incomplete, and focus on specific issues.

 

My documents folder is only 11GB, yet the iCloud management sections of System Preferences (on both MacOS and an iPhone) lists it as 55GB. I do have 200GB of storage, but I'd still love to free up this space. I've unsynced it, logged out of iCloud altogether, and done just about everything else I can think of. I got it so the only place the documents appeared was in iCloud. I checked by logging in on a browser, and it's all the files that should be about 11GB. It's not a photos issue. It's purely the documents folder.

 

How do I get it to list the actual size of my documents folder, the way it used to? Why would it just to 55GB like that?
