Appstore propelm

Hey there,

I hava a propelm in app store when i wan't download an app i have this ( your payment methode was declined please try another payment )

And i knew that i owe mouny for program , cuz there is propelm when i bought it ,

I open i tunes in pc and try to ubdate payment to pay mouny that i owe it , but it stell same propelm 

 

I think cuz i owe 7 saudi reals (currency)

And i have in bank with , yemeni reals
