iCloud photos still there after turning it off?

Hi,

 

I use iCloud Photo library to manage around 130,000 photos on my iMac and iPad.

 

I recently signed out of iCloud Photo Library on my iPad and selected the option to remove the photos as it was not updating the photos correctly. But, the photos are still listed and the library structure still remains, even though iCloud Photo Library is turned off?!

 

Any ideas?
