Restore Keychain Access from Time Capsule

Currently have a 2009 MacBookPro using OS X El Capitan 10.11.6

 

Somehow my Keychain Access lost all its components.  I want to restore from my Time Capsule.   Will that restore my login and passwords that were saved.  How do I do that?

 

Please I need help.
