Slide Over does not work properly

Hello,

I'm experiencing a bit of trouble with the new Slide Over function on my IPad Air.

If I'm correct, this feature adds an ability to work with two different apps simultaneously and also to exchange files between them. The problem is - I'm unable to use two apps at the same time. When I drag the icon from the dock to the screen with open program (Photos to Mail, for example), the other program appears, but the rest part of the screen goes slightly grey and does not respond to commands until the other program is closed. I also can't turn apps to split screen mode, the dragging does not work. Can this be happening because of my IPad’s outdated hardware?

Multitasking and gestures are certainly enabled.

I really look forward to experiencing IOS 11 at it's full potential as it contains plentiful of handy and convenient features for me to work with, so I'm hoping you can solve my problem!
