ipod does not change airpods volume without wifi

I upgraded my iPod Touch (latest generation) to IOS 11. I cannot change the volume level by double tapping my Airpods when I go for a walk. It says Siri is not connected therefore it ignores the command. It does not do the same with my iPhone. Any suggestions?
