I want to prevent my child from downloading free apps without requesting permission. How do I do that?

If you are using Family Share you can enable 'ask to buy' on their account as per the page that you posted from. Note that if you give permission via that you cannot then undo/reverse the decision, they will be able to redownload items without requiring permission.
