That account is part of family sharing, and you are logging into the family organiser's account ? Not sure what you mean by 'backup card', but only one card can be on an account at a time, and only the card that is on the organiser's account can be used for purchases (members can only use a balance on their account or the organiser's card, they can't use their own card).

I am trying to change my payment information, but the system keeps giving me an error when I change the account number.

did you ever solve this problem. I have the same one , an old card that i no longer have is the family payment method and even though i updated my backup card I can not figure out how to delete the previous one.

The answer is above, if you want to change the card that is used by the Family Share you log into the organiser's account and change it.

To change the card on the account log into the account, follow the instructions already posted.

Why can't you access email ? And don't your email address (unless you really like spam emails), these are user public forums - I've asked the hosts to remove it

This issue was very frustrating, but I was finally able to get it resolved. I have two credit cards in my account. One Visa card associated with my personal iTunes account and one AMEX that is associated with my "Family Sharing" account (I am the organizer). The AMEX card is no longer valid yet I couldn't change it. All I can do is edit the Visa card. I've logged in as the organizer but there is no "EDIT" option available on the AMEX. I finally figured out the AMEX was somehow under my wife's iTunes account even though again, I am the organizer. She was able to log in and change the "Family Card" under her account. So frustrating that NOTHING in Apple support was able to help guide me here. I hope this works for others.
