appel logo is looping? What I can do?

My iPad don't stat more on of a couple of days. It show me the battery is empty. If I charge, it Reaktion and it Show a looping red battery. After 2h it show me the white apple logo. It is turn around some minute to black and then after a second again to apple logo. How I can to fix this problem?
