TC Additional HDD Not Showing Anywhere?

Hi, I plugged a USB HDD into my 2TB 4th generation TC.  The drive was previously formatted as APFS and only had one partition.  I went into Air Port Utility and went to the disk tab and just the 2TB TC drive was there.  Nothing showing in disk utility or finder. I realize that it would most likely need to be converted to NAS, but why is it not showing?  Is it because it's formatted in APFS?
