Preparing library...what is actually happening?

When I sign in to iCloud for Windows there's a period in which I'm not able to download anything because "Your photo and video library are being prepared". This happens every time I sign in. What does this actually mean? There's currently nothing in either the download or upload folders on my PC (I don't actually keep the whole library on the PC permanently), so what is being prepared and where? And should this actually happen every time I sign in?
