Setting iPad Wallpaper in Profile Manager

I'm part of a small/medium sized organization that is rolling out approximately 160 iPads (a mix of Mini 4's and Air 2's). Our devices are enrolled in DEP and are currently managed through Profile Manager. I'd like to set a custom wallpaper for the devices in Profile Manager, but can't find any payloads that allow this. Has anyone found a payload that will let you do this? I know the wallpaper can be changed in Configurator, but we're trying to stay away from tethering our devices.

Did you ever find a solution to this issue?

We're also having this issue. Any resolution?
