iPad doesn’t respond to touch anywhere on...

My iPad doesn respond to touching anywhere on the screen even after force closing, clearing cache etc

Have you tried to force it to reboot? hold down the sleep and home keys for 20 - 30 seconds or so. When you see the silver apple let go and let it reboot and try again

I do have to ask though, how did you clear the cache if the screen won’t respond?
