Previous iTunes Libraries empty

My previous iTunes Libraries folder is always empty, no backup is saved inside, I read that it should contain the Previous iTunes Libraries. How can I fix this problem? I also noticed that occasionally in the trash can I have a Recovered Files folder inside an iTunes Library. Very strange.
