You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature.  You need the previous owner's Apple ID and password to unlock the iPad.  Otherwise, the iPad can never be used again.

If it's the person you purchased your iPad from, contact her/him.

If it's someone you don't know, then the iPad was very likely stolen and you have a problem.

Again, what do you do you mean? If you mean that the iPod is asking for the previous owner's Apple ID and password to activate the device then the answer was provided back in December, the second post in this thread.

If that's not what you mean, you need to clarify further.
