Mac OS Bluetooth turns itself on ;

Every time I restart my MacBook Pro, bluetooth is turned on.  I turn it off with System Preferences over and over again, except occasionally when I don't notice that it has turned itself on.  All boxes in Bluetooth Advanced are unchecked.  I have just one login item, Caffiene, which I seriously doubt is starting this.  I'm running 10.12.4.  I have wifi off too, but that never turns itself back on.  Is there some secret setting or is this a bug?  Or is some other app doing this?  THANKS for any advice!

I had the same issues also, coupled with a million other things, such as Messages being visible behind a locked screen and worse security concerns on all my Mac devices.

I also, did have Allow Bluetooth devices to wake this computer' turned off - But this came back on by it self and the bluetooth started to come on by itself.

Any one who knows about cyber security knows this is a weak point, a vulnerability when it comes to end point security.  Devices can be hacked via BT, NFC. WIFI, amongst many others.   I wonder why APPLE are making it easier for our devices to be exploited by this kind of vulnerability?   I would be surprised if they overlook this point, hence, I wonder if they are leaving it this way on purpose? lol

All Mac devices software that I own are of the latest, and naturally one would assume security would be increased instead of such vulnerabilities being left unmatched ready for exploit. lol
