iCloud Tabs in Safari

I'm having an issue with syncing tabs between my iPad Pro and other devices. The iPad Pro doesn't show any tabs for other devices but the other devices show the tabs for the iPad Pro.

I have tried turning off Safari for iCloud and restarting the iPad. Strangely, Safari is checked again before I can enable it myself.

I've tried signing completely out of my iCloud account, restarting, and signing back in also, with no success.
