How to download my iCloud pictures to a PC?

Hey there,

It's not that simple question. It's a lot more complicated I think. 

Once I had a credit card, and a lot of space in the iCloud, so I decided to back up my gallery to the cloud (more than 4000 pictures). Since I stopped using my credit card, the storage went back to 5 GB, fully used, with extra space that I used before.

Tried to download the pictures to my PC USING iCloud for PC, didn't work. Got a message that the library is being prepared for downloading, waited many days, and got the same message.

Tried to download the pictures using the iCloud website. But I had no way to "select all", so I only have the ability to download every picture in its own.

Then I decided to remove the picture from the iCloud, since I needed that space.

Apple wrote me that I got 30 days to download the pictures before removing them totally!

What should I do?
