iMessage Syncs on iPhone & Apple Watch but ...

I can’t send or receive texts on my iPad anymore. It used to work fine but now it doesn’t. My other devices work fine. It is on the same Apple ID. Email and notifications are fine. It’s just the texting that doesn’t work. My iPad and iPhone are running iOS 11 (but this was happening before the beta so I know it's not that) and my Mac is running MacOS Sierra (also, happened with El Capitan).

I don't get it. They're all one the same account yet I can only text on the watch and phone.
