iCloud Drive Not Working

I often dictate my thoughts to my iPad while away from my computer but then have no way to get it over to where I would actually edit the article.

So, I 'upgraded' to iCloud Drive. I also turned that on my iPhone figuring I could grab the doc from there then email to myself to my computer.

I upgraded and added 200 GB storage, and turned on iCloud Drive for Pages on both iPad and iPhone both using iOS 10.

But now the Pages app just shows the docs with a spinning circle on them and the ones from the iPad do not show up on the iPhone.

What have I done wrong or neglected to do?

Note that when it asked me to 'upgrade' to iCloud drive, I didn't see what I was supposed to do so I assumed I had to buy more storage and I did.
