Password required for free apps on Ipod touch u...

I have a family account with two icloud accounts. I set up restrictions on my daughter's (age 10) account. However, it seems she can't download free apps without my password. That doesn't seem to make sense, particularly since the product has no problem promoting Facebook and Twitter before the age of 13.  Am I missing something?
