Why have only 3 photos been stored on iCLoud fr...

I have an Iphone SE 64GB, version 10.3.1. My iMac runs OS X Yosemite 10.10.5. I take many photos with my iPhone but notice that only a very few get saved to iCloud -in this instance only three out of over 200.  I realize my Mac is running an older OS but cannot seem to get it to update. I transitioned from iPhoto to Photos a few years ago. In any case it does not explain why iCloud randomly seems to save an occasional photo. I pay for extra storage so there should be plenty of room.I would think iCloud would save and store all or none. I have been trying for a few years to get my iCloud to save all my iPhone photos but have been unsuccessful.
