How can I sync a new playlist to my iPad Air2 w...

I've updated my iPad Air 2 to run IOS11 and updated iTunes on my Windows 10 laptop to version 12.7.

I added a new cd that was already in mp3 format to iTunes and created a playlist with it. I cannot see how or where I can now sync this new playlist to my iPad.

My iPad is connected to my laptop through the lightning cable and shows up correctly in iTunes; likewise, the connection shows via the charging symbol on the iPad itself.

There doesn't seem to be anywhere to add new music to the iPad. Clicking the Music icon under the iPad in iTunes just brings up:

Catherine's iPad can access your iCloud Music Library. Songs can be downloaded and played via wifi or a mobile network.

Then the only checkbox is to sync voice memos.

I have iCloud on my laptop and now, Files, on my iPad, but nowhere in my iCloud is there an iCloud Music Library. There is iCloud Drive; Photos; Mail, Contacts, Calendars, Tasks; and Bookmarks, but no Music Library. In the Windows Start Menu, I can also see Pages, Keynote etc.

What am I missing (apart from the music library..)?
