invite a previously established apple ID into f...

Trying to get my daughter's apple ID established and then brought into family share.

For some reason the "invite" option isn't working for her - perhaps because we've shared the apple id for so long and her device is logged in that way.

Is it possible for her to set up an apple ID and then I invite her to the family share using the apple ID she previously established?
