New apple watch 1 with os 1.0 won’t pair

hi i got a watch 1 with wos1.0 for free, while trying to pair with an iphone 6 with ios10.3.3, it ask me to update wos, loaded for while and said wos 1.0 is up to date and won’t let me continue the pairing. I believe ios10.3.3 should support wos3.2.3
