Can’t Organize Apps & Folders in Appl...

I want a different organization of icons in my Applications window other than alphabetical. The only way I can move and sort them while still snapping to grid is to use the View Options “Arrange By: None” and “Sort By: Snap to Grid”. No matter what I do or which options I select, when I restart the computer all the icons are sorted differently and in the wrong places. How can I move these files and folders and have them stay where I put them?
