i need help unlocking my ipad. i have a new id and password

If “find my iPhone” was never turned off on the iPad before restoring it, then without the old Apple ID information, that iPad is not going to work.  You need to enter the old information and then turn that off.  Once off, you’ll be able to sign the iPad up to the new Apple ID.

Thank you for your help. I don’t if it was turned off or not. I’ll have to take it into the Apple store and have my iPad wiped out and start fresh.

Are you locked out because you don’t remember your Apple ID or because you forgot your passcode for your iPad and can’t get past the lock screen.  Even if you take your iPad to Apple, if you don’t have the information to your old Apple ID you still won’t be able to do anything as it’s going to need that information after it is wiped to be able to get pas the Activation step to continue to use it after restarting it.
