Problems downloading pictures from iCloud

I recently started having a problem getting my pictures from Photos on iPhone onto my MacBook.  I had it set up from very early on to save a low res picture on the phone and the high res picture in iCloud.  From there it was downloaded in the background to Photos on my Laptop when exposed to Wi-Fi.  I haven't had one problem before this.  3 weeks ago I went to Scotland and put my phone on Airplane mode.  The pictures built up on the phone, when I went over, I had 1300+ plus photos, and took another 300+ while in Scotland.  When I got home, I turned Airplane off, and checked my settings, making sure it was set up as before.  Now I can't get the pictures to migrate over to my laptop.  I can't actively import them if I connect the phone to the laptop to Import.  But all of the pictures, from before and during and after Scotland, are seen and accessible in iCloud.com.  I just can't get them into Photos in the laptop.  Since then, it's been catch as catch can- some new pictures will appear in Photos, some won't.  It says it's downloading 514 photos, but 99% don't appear, even though they appear on the phone.  Can someone help?

OK, I'll stop trying to manually import them.

When I said 'iCloud settings on the Mac', I was checking in Preferences for iCloud that it still had permission to be open and used, that Photos still had access to it, and that Photos was set up the same.  I didn't actually change any single setting, I was checking to make sure nothing had been changed in System Preferences.

OK, I understand the sync, and everyone has to be awake.  I don't sync it often.

The exact status of the library in Photos on the Mac is 1st line:   1686 Photos, 11 Videos, 1 item.  2nd line is:  Downloading 514 Items.   But it's not downloading a thing for 21 days.

I'll try the Smart Folders and report back.  Thank you both for helping!

I just made both Smart folders and both are empty.

Does the Photos application show it is syncing? If so, let is run. With  so many new pictures, it may be doing a complete resync. When you attach the phone to the computer, can you open Photos and access the phone? Have you tried Image Capture?

The Photos app, right now, says:  Downloading 514 Items.  The number keeps going up as I take more pictures like normal.  I've had the apps open and trying to sync since Sept 17th.   I've also restarted all this twice, just in case something needed resetting, and the behavior hasn't changed.

When I attach the phone, I can see my phone on the list on the left side.  I tried to import from there, but had no change in status anywhere.  No new pictures went into the Photos app.  When I look at Photos on icloud.com, everything is there, but if I access the icloud drive, there are no pictures there.

With Image Capture, are you saying I should capture an image of the pictures on the phone?  I'm not clear what you're asking there.

If you are using iCloud Photo Library you can not manually import via USB either with Photos or Image Capture

What are you iCloud setting on the Mac?

What does this mean - exactly what did you do?

The sync only  occurs while the Mac is powered, awake and connected to the internet and Photos is inactive (I prefer to close it although that shoud not be necessary)

What is the exact status on the Mac -   Check the status of your library in Photos for macOS - Apple Support  ?

And I don't think this is the case here but just to verify no photo upload issues make two new smart albums (file menu ==> new smart album)

1 -   Photo  -  is  -  referenced

2 -   Photo  -  is  - unable to upload to iPhoto Library

Both of these smart albums should be empty

This is what my Photos album looks like.  It seems to have placeholder shadows for large and small pictures.  Those pictures are on iCloud.com, but will not download to my Photos app.  I did a rough count and have ~240 pictures.  I posted them to FB in posts, but only from the phone, where I also did the editing and cropping.  Even after changing things in the picture and resaving it, or even duplicating it, these placeholders never show pictures.  21 days of this!
