Child Accounts facetime & imessages

I have created a child account a few months ago to enable the facetime and imessgae on iPad. Account created and added to famiy but cannot use them with imessages, facetime, icloud and so on..  Why?

I just created my 2nd child account a few minutes ago and the same thing.. I was also double charged this time for the account creation! Yet the same problem with assigning the account to the apps..  It says invalid account and account does not exist and to select another account.

1. How can I claim the charges?

2. How to setup the accounts to use the imessages, facetime, etc..  It does not make sense people send me messages and they end up on thier devices!!
