How to arrange iPhone apps on iPhone?

Did iTunes take away the option to arrange apps on iPhone and iPad from my iMac?  Do I have to do everything from my phone now?  Dragging apps on an iPhone from page to page is not as easy as having everything laid out in from of you on a desk top.  Also I have an old iPad (3rd gen IOS 9.3.5) that downloads new apps but I don't think I can drag them around to arrange them. I don't understand why Apple is making everything so much harder to use.
