In game credit fail transaction but bill charged

How dare Apple charge me for a fail transaction !!! I demand my money back

Hold steady now. If you have an Apple charge, you have an Apple receipt. On the bottom of the receipt is an invitation to 'Report a problem'. Report this as your problem and ask for a refund.
