Safari problem no longer can delete all history...

SAFARI problem. Can no longer delete all history and website data. I have iPad Air iOS 10.3.3 I have reset several times and called Apple Support twice for help.  Tried all ways I know of . Apple support could not fix it. Just with reset. Also Safari crashes at times. Can you help?
