Can you receive phone calls on iPad Mini while being idled with cellular data but not wifi?  Can it work like an actual phone, ring when there is an incoming call, while not being used?

Yes. If you are talking about FaceTime or FaceTime audio, Apple has a video that shows someone using cellular for FaceTime. I hope that helps. :-)
