Need new OS install for 13" 2009 MacBook

I recently bought a used 13" 2009 MacBook to gift my younger brother who's laptop was stolen and he is in college and doesn't have a lot of money. I paid almost nothing for it so I knew going into it that it had flaws and it was purchased without a charger and had no available battery life when I went to see it. I offered to pay a minimal deposit ($50) and take it home and use my charger to make sure that all was as advertised otherwise I would walk away from the sale. The guy I bought it from agreed and we exchanged Mac money and parted. I discovered at home and with a charger hooked up that It has no OS installed. I am a new MacBook user myself and while I have been an iPhone user since the original and own an iPad most of this stuff regarding the MacBook and MacBook Pro that I own is foreign. What I am needing to know is how do I get an OS onto this MacBook so that I can give it to my brother? It didn't come with the original disc or anything, and I have tried plugging an ethernet cable into it but all of the "first aid, Repair" etc. options that it gives me when I exit safari and attempt the "Reinstall OS X" options that it gives me. Can anybody help me please? It reads the Macintosh HD it appears that he just wiped the disk image/OS.
