Sending attachments with Mail

Whenever I send an attachment to any person who uses Windows I always ensure it is "always send Windows friendly attachments" and "Attach at bottom of email" however people are complaining because they don't receive one file, but several files - and only one is relevant.

How do I stop this? Is it a Windows problem or an Apple Mac problem?

Even if I send a photo as an attachment at bottom of email (so a little box with file name) - in the email they receive about five attachments. It is driving them nuts and me to as they complain.

Any help would be appreciated.
