Can not connect to iTunes Store

Can not connect to iTunes Store  using my  iPad  2, and  iPad Pro both have the recent  updates.

Troubleshooting :   can not download the application  iTunes store in to my iPads. I click  the application and nothing happens,  I click General- iPad storage and I see the iTunes store application, with the word (never used) because I do not have it and I can not download  it.  any ideas
