How to make iTunes use local files

I moved the iTunes folder to another location on my HD. iTunes populated my library with cloud file based albums. After pointing iTunes the new folder location for the local files in iTunes Preferences, iTunes still plays cloud files, not local files. How do I make iTunes use local music files instead of cloud files?
