iPhone Activation Lock

When I took my iPhone off the charger this morning, the Activation Lock screen was displayed. I could not remember my password, so I reset at the website. It is working well now. My questions are: why was this screen displayed (I had never seen it before); and, can someone cause this screen to be displayed in a malicious way (to deny use of the device)? Thank you.

They would have to know your Apple ID and password to lock the phone at iCloud.com/Find My Phone.
