iTunes 12.7.0.166 on my Windows 7 cannot connect and repeatedly gets this error:

verification failed there was an error connecting to the apple id server

On the same PC I am successfully connected to iCloud using the same apple ID.

The Windows firewall is off. Microsoft Security Essentials is disabled.

My other PC (Windows 10) on the same home network is running the same version of iTunes and can connect fine.
