You first need to update your paired iPhone to iOS 11 before you'll see the watchOS 4 update. If you have an iPhone 5 or 5C, it cannot update to iOS 11 so your watch would not be able to update, either.

All Apple Watch models can be updated to watchOS 4 if the paired iPhone is an iPhone 5s or newer model that has first been updated to iOS 11.

If you instead have an iPhone 5 or 5c, then your devices cannot be updated beyond iOS 10.x and watchOS 3.x.
