how do you clean up available wifi connections?

I am using an iMac OS 10.12.6 Sierra and the list of available wifi connections is exhausting.  I removed all but my preferred networks under Network settings, but they still show under the wifi icon.  Worse, when i reboot my computer attempts to connect to my neighbors wifi first.  In addition, my preferred networks are buried in the mix and don't show at the top of the list (please add as an enhancement to sort).
