New iPad setup

How did my new iPad know my old bookmarks, but only sort of? (I didn’t have them backed up on iCloud.)

There is a difference between backup and sync. If you had the old device set to sync bookmarks (Settings > [username] > iCloud > Safari) and you turned on the same setting in the new device, they would automatically sync.

If you didn't have that setting turned on in the old device and you did a backup to iCloud, then the bookmarks would be included in that backup and they would be restored to the new device if you used the backup to setup (or restore) that device. See: What does iCloud back up? - Apple Support
