how do i get a refund from a game

I did not receive coins from a game and bank account says it was taken out. Apple says call game the game says contact iTunes. So which is it?

According to this, Learn about in-app purchases and how they’re billed - Apple Support, you are supposed to contact the app developer.

Who is the apple developer? The game itself? Did that no help
