Will the Apple Watch Series 3 GPS + Cellular ve...

I'd like to purchase the Apple Watch Series 3 GPS+Cellular version, unfortunately my phone line/plan is company owned and my employer will not allow for an additional device to be added to the plan as of now, but potentially in the future. If I choose to purchase the Apple Series 3 GPS+Cellular version, but am unable to add it to my cellular plan, would it still be usable and function like the GPS version?
