Is this a Fan Issue? If so, How do I Fix?

I can only compress the video to 4.0MB so, all I have is this picture.

I have completed a SMC reset of a MacPro.  When I re-apply power to the machine, I hear a click and see these two light appear next to the power cable attached to either the front fan assembly or the graphics card.  What is my next step besides turning the computer into a door stop?  Do I need to change the front fan?  I found two or the four plastic/rubber attachment points broken on the lower fan?  I have not changed the graphics card.  I have not done any other maintenance besides try to turn the computer on after not using it for three weeks.

From your photo, we can see that there is a very bright red LED lit up inside your Mac, somewhere near the PCI-card holders.

What board or module is it on, and what is silkscreened in tiny letters beside it?

and is this the early series {2006, 2007, 2008} or the later series {2009, 2010, 2012} ??
