iCloud repair after install for Outlook

I have used iCloud for Outlook on my Surface Pro 4, Wind 10 64 bit for a long time.

However after a crash of Outlook, which I completed a repair and then a reinstall on, I attempted a reinstall of iCloud. Downloaded a new file, and completed the install and reboot.  When entering in my account details into iCloud after the reboot, instead of setting up for the Outlook contacts, calendars etc the following screen came up

'Repair iCloud for Windows to use iCloud with Outlook' - Open Programs and Features.

After completing the process, iCloud opens and as soon as the account details are entered, the same thing happens again and again.

Tried rebooting, new download etc, but something is making the programme attempt to complete repairs.

Can anyone help please as Outlook and iCloud is very important to me between my laptop, iPad and iPh.
