Unable to delete app in ios11.0.1

When I press and hold I get the cross in the top left but when I press that (it goes dark grey) nothing happens.

I have tried powering off the iPad and powering it back on, which is what I have to every time I want to buy something from the App Store. In the past I could go to Settings|General|Storage and could delete them from the list there, but that option has gone under 11.0.1

Hi. The old Manage Storage is now Settings > General > iPad Storage. It still works the same way.

You should also check that this app was not installed by a Profile, Settings > General > Profiles, near the bottom of the list. If you do not find Profiles, then you do not have a profile.
