do not disturb schedule Macbook ui not working

I've had this issue for years across multiple macOS version and 2 Macbooks.

- I set the do not disturb schedule to from 00:00 until 09:00 and tick the checkbox.

- Then I quit the settings app.

- When I re-open it the setting has default back to 22:00 until 07:00 and the checkbox is unticked.

The feature itself actually works! Do not disturb correctly comes on at 00:00 and off at 09:00 but the setting appears as if it wasn't.

What's going on there?
